屏縣副議長之爭 藍開放提名
中國時報【林和生╱屏東報導】
地方選舉結束，屏東縣正副議長之爭逐漸白熱化！日前民進黨屏東縣黨部才作出不推議長人選，僅由李世斌參選副議長；國民黨屏東縣黨部4日則達成內部決議，建議中央提名周典論競選議長，副議長則採開放態度，讓藍綠部分議員對此頗有微詞。
這次屏東縣議員選舉國民黨17席、民進黨15席、台聯1席、無黨籍22席，維持三分天下態勢。民進黨以15席根本沒有當選議長實力，認為只推副議長是現實面，否則可能正副議長都落空。
國民黨屏東縣黨部4日也邀集當選黨籍議員召開會議，幾乎全員到齊，在討論議長建議人選時，無異議通過建請提名周典論競選議長；接續副議長部分，之前表態的唐玉琴表示當仁不讓，但包括陸月嬌、鄭雙銓及李香蘭等人，都相繼表達參選意願。
最後會議主持人縣黨部主委廖婉汝裁示進行表決，在場15位議員中，同意開放有10位，因此作出副議長開放決議。唐玉琴說，自己仍會尋求他人支持，表態參選到底，強調會為理想而戰。
民進黨籍議員吳亮慶同樣不滿民進黨屏東縣縣黨部僅推副議長人選，而放棄爭奪議長機會，他認為黨部未戰先敗，5日將邀支持者到縣黨部外抗議，更揚言要將民進黨屏東縣黨部招牌拆下。
針對暗潮洶湧的正副議長爭奪，屏東地檢署嚴陣以待，屏檢檢察長林錦村指出，已派專責檢察官指揮轄區警、調嚴密查察正副議長選舉，宣示查賄制暴決心。
離島緊急後送 駐地醫療專機將啟動
【台灣醒報記者楊蕓台北報導】離島醫療資源匱乏，過去常仰賴空中後送救援，包括來自金馬澎的立委陳雪生、楊曜、楊鎮浯18日在記者會上開心宣布，歷經馬、蔡兩代政府的推動，醫療專機終於將在8月1日起正式進駐離島，並指這是「不分藍綠，為民謀福」的最佳典範。至於費用部分，衛福部表示，建置、機隊成本由中央政府全額負擔，病患自付額上限是5%，各地方政府可另行自訂。
「醫療是離島地區的重中之重，除了在地醫療急需精進，爭取『緊急後送』時間更是離島醫療重要的一環。」國民黨立委楊鎮浯表示，過去空勤一直扮演緊急後送的角色，然而，從離島發出需求、核定、備機、起飛到離島，再送回台灣各地醫院治療，至少歷時4、5個小時，有許多急重症病人因此被延誤救援時機，「歷經十餘年的爭取、兩任政府協助下，終於得到好的結果。」
民航局表示，7月底前完成民用航空器的五階段認證後，將由飛特立航空PHENOM300進駐金門備勤，凌天航空AW169進駐澎湖、連江備勤，8月1日正式進駐。國民黨立委陳雪生說，這是對離島民眾的一大福音；楊鎮浯更指，此案歷經馬、蔡兩代政府推動十餘年，爭取到10年共40億的中央補助，可說是「不分藍綠」為民爭取福利的最佳典範。
衛福部護理及健康照護司長蔡淑鳳說明，駐地專機除了減半後送時間，也提供「雙向」的後送，未來病患不一定要到台灣才能接受治療，只需讓醫療團隊移動，結合緊急後送、安寧返鄉和交通運輸等三大功能，守護離島居民的生命安全。但蔡婌鳳強調，衛福部的政策立場仍是「在地醫療為主，空中安全後送為輔」，因此在地醫療所需的人力、設備都仍要持續精進。
至於費用部分，蔡淑鳳表示，航空駐地建置成本由中央政府全額負擔，日常營運由中央、地方分攤，病患自付額部分由地方政府因地制宜訂定，但上限為5％。
